Call your account rep and have them help you through it - if you pay for support (and you should), this is their problem to solve - make that crystal clear. As stated in their document, you buy the license for the compiler and they give you a code which allows for an unlimited number of runtimes. This is crucial for a PeopleSoft Enterprise system because the same run-time license from another vendor would invariably be priced on a per-CPU basis and result in a much higher price.
